The zone office for Zone 23 during the late 1960s/early 1970s was located in Oklahoma City, OK, so I'd begin searching in that area.
I'm afraid that I can't help with the exact dealership. The dealer numbers were ORIGINALLY assigned in alphabetical order, but if the dealership name changed, the number remained the same... I'd concentrate on dealerships at the end of the alphabet on this one.
