Definitely not a Magnum 500 SS wheel trim ring used on 1969-70 Chevelle-Camaro-Nova.

Definitely a rally wheel ring. Looks like a later version of a 15" ring, as used on mid 70's Monte Carlos, Malibus and El Caminos... of course it would fit any 15" rally wheel though.

What distinguishes it as a later version? The clips, or other features?

The clips, and I believe the later ones had those flat sided valve stem holes rather than an ellipse/oval.

Ring is GM version issued on early 70's cars with 15" x 7" wheels and also sold through GM parts up until they went to a stem hole that was then cut out from the back edge of the ring. All of the rings having the serrated outer retainer started coming up very late in 69 model year and appeared as above until the mid to late 70's when the stem hole changed to the cut away version instead of a complete hole in the ring.

The more pronounced oval shaped stem hole with the tear drop design were 69 only rings and had 4 clips on them for earlier cars. They changed up to this style of ring late in the model year and did away with the 4 clips which always broke.

Here's an original early 1969 15"x7" ring with the pronounced oval stem hole and 4 clips for attaching to the wheel. I believe these changed to the serrated outer retainer in July of 69 as I have seen these on a survivor June car.

There are also a few repop verions of the rings out there. I believe the ones from HBC have the squared off stem holes while this one (below) is a very good copy of the original oval holes. These are made through D&R and while they do differ slightly from an original, they are very good quality and are very close in original design.

HIGH QUALITY REPOP RING FROM D&R - Serrated edges are the dead give away.

Wheel Vintiques sells a very nice repop 15" rally ring as well... almost wonder if that's what D&R is selling.

No they're quite a bit different IMO and nowhere as nice as the D&R rings (different mfg's). I have had both and believe HBC resells the Wheel Vintique rings. I bought a set myself and ended up sending them back. FWIW here are the 2 later 15" x 7" rings sold by GM. Both of these versions have the serrated retainer rings. One has the squared off stem hole and the later issue has the cut away.

The first is a match to the original post and started appearing late 69 through until mid 70's somewhere. They were also available over the counter at GM.

This second one is often flogged on eBay as NOS rings for Camaro's. There were tons sold through GM up until a few years ago. The stem holes are way different.
