Default 1969 Z28 Trim Tag

I was checking out a 69 Z28 Camaro and the trim tag had a build date stamp of 04C, also had X33D80 stamp. Isn't that production date of 04C a bit early for the D80 stamp ?

I believe 5D is the start of D80 on the trim tag.
