Had a couple miniutes to go look at some other late 60's big blocks i have including the 69 L78 Chevelle i have in storage and this is what i found.The 3's were rounded on top,the 7's back was bent,the 4's were closed and the 1's didnt have a foot just like the the stamping on the block in discussion.
It looks right to me!I didnt buy this engine because i needed it,i bought for what it is and hated to see it get torn up in a race car.

Had a few miniutes tonight to pull the pan down and it DOES have a 4 bolt main and steel crank. Like i said i have no use for it so i listed it on ebay with all the numbers cast into it or stamped on the block with pictures,plus the fact that someone had thought that possibley something was ground off and retextured.This is a process that i would be interested in seeing ( the retexturing part). This engine may be one for the books guys. Thanks
