'67 Camaro Body Shop Find
Looks like it might have been an original black-on-red car.

Wheels and tires make the car. So the seller put them on to sex-up the car and make it more like eye candy but is keeping them?

Price has been reduced to a few bucks south of $14k. I agree, not getting the wheels and tires is a huge buzzkill, but it could get tempting if the seller keeps lowering the price.
