416 is a know BE date, that should have never been an issue. My Canadian Copo had a 416 dated BE and there are other Copo cars with that date.

And because the E is stamped off center it is assumed a BL, NOT !

BL comment had nothing to do with E stamped off center. The comment referenced the assembly date only. Sorry to mess you up though. The item was placed in the general discussion area where the community is open to make comments. Maybe the "for sale" area would have been better?
