That's the correct 69 396/325 stick breather. Looks like they added some additional holes over the one golfball sized hole on the snorkel.

Air cleaner
I had the same Chevelle in '68. Nothing beats the sound of the air coming thru those extra holes when the secondary flap on a quadrajet opens. I just turned my top over and it still sealed up but let in a lot more air and a lot of noise.

I did the same thing with my 1964 327/300 HP Impala SS convertible. Turn a silenced air cleaner into an unsilenced one.
