Default Please ID this shifter mounting plate

I am having difficulty with the top mount in the picture as to it's application. I see 2 ebay ads that claim it is 70-71 Hurst Z28 Muncie http://www.ebay.com/itm/REAL-1970-19...ZTrDb9&vxp=mtr. Is this correct? Can someone confirm this? There seems to be a contradiction.
