I've could write a book on all the different ideologies in play here - but the bottom line is, I hope these two Ohio guys can come to terms and get this COPO and its motor back together. It's a Buckeye car born and raised and oughta remain so if possible.

Never heard of a "base" Copo. No such thing as far as I know. A COPO is a COPO period. People make up new terminoligy all the time. If the car has no good paperwork, and if you are going only by someones best intuition, I would say 65-70K tops.
