For what it's worth I don't think your Firebird came with Rally II wheels from the factory based on your broadcast cast sheet. If you look at line 6 box 111 the rim code is HG which is a plain steel wheel for hub caps. Rally II rims in 68 used JA & JC codes. Your spare probably has HG by the valve stem.
