I would imagine that the Probate court has some type of appraisal for a higher amount - I think the ad said $200K and therefore won't allow the reserve of $200 to be lifted.
Probate/Estate law is very strict on the preservation of estate assets. I'd guess that the court may now be reassessing what the "appraised value" now is since the car only bid to $170K at an open auction.

Realisticly this car is a $250k car when done. It's going to take another $50-100k to get it there however. $170k looked like all the money given the current condition, whether it would bid that high again is anybody's guess. A sale price of $125-150k leaves a little at the top for whoever restores it (who wants to work for free, right?). The court might have messed this one up for both buyer and seller. Only time will tell. /:\
