I have a 3955270 4-bolt BBC that appears to have never been stamped. Were any blocks sold without a stamp of any kind? I thought even a service block would have had a "CE" stamp. Appreciate the help.

"CE"-stamped blocks were supplied either as short-blocks or "fitted" blocks (pistons only). I've seen plenty of service bare blocks (no innards at all) with no pad stamp.

Yes, and no evidence of a rotating cutter.
