On the trim tag, it only says "28.19" for an option. Not " Z28.19" Is this normal?

I'm no expert but, I think the Norwood build Z28's have the "28.19" designation.

Norwood built Z/28s will have trim tags that say "Z28.xx" or "28.xx". Either way, it's a Z/28 trim tag. FYI, the second two digits are for the stripe color. Checkout nastyz28.com, it's a great website with tons of information. Ed

My C40 Z28 has Z28.19, It's a Rally Sport Z.

19= black stripes
10= white stripes

Mine is "28.10" 04C car, hugger w/white stripes, also RS.

Good opportunity for my first post! I did a survey of this a couple of years ago,(about 80 cars), and found that with only a couple of exceptions, cars prior to about 04C had 28.XX and after that, they had Z28.XX
