Pretty sure I've seen the washer (as mentioned) being clear or silver zinc plated on SCW restorations.

Original Camaro and Corvette upper control arm bushing retainer washers were natural steel from the factory. Cad or zinc will help to keep them from rusting.

On Novas they were coated with the same stuff as the subframe. However that quickly wore or washed off.
