Are you certain it is a restamp?
Please post some clear pics of the stamping on the pad. There are guys here that can tell you if it is original or restamp.

I don't know if it's an optical illusion in those pics, but it sure looks to me like all the characters are RAISED above the deck surface....and that sure ain't kosher.

Yes, an optical illusion.
Its so funny because we always see the completely in-focus car photos in ads but the "money shot" of the engine numbers are always blurry. This one is amazing. What camera did you use?
Kevin. It would help if you could get a good shot from about 12 inches away. Try and get part of the block that also includes where the head gasket would be. Something like the one attached to this post.
Also, take a straight edge and lay it across the deck. Look to see if there is a bit of a gap at the part of the block where the stamp is. Some guys will use a belt sander to clean off the old stamp, stamp in new numbers and then "age" it by dabbing on some muriatic acid.
There are some guys on here that may be able to tell if it is a restamp. I haven't looked at enough big block stamps to know for sure.

i am sure some of the experts will chime in. is this a known date for an MN block? seems early

Looks like a restamp to me that acid was added to give it an aged look. Look at the stamping still present over the top of the bottom of the number 3.

This pad has some serious rust pits/holes, or someone threw too much acid on it, never saw a block pad look like that,

The stamping is suspect in the first place, but then consider the guy who sold it to him. That's about all you need to know. I don't know how this guy has stayed in business this long doing this type of crap.
