Were any early production big block Novas delivered without a tcs system and or an air system?
And did the area it was delivered to make the difference if it had these set-ups .

In 1970 it was pretty much standard. The 375 HP cars had it. Although the weird thing in 70 for the 350 horse automatic cars was that there was no air pump. Just the TCS set up....

Everything got Transmission Controlled Spark.
Solid liftered engines had A.I.R. pumps.

No A.I.R pump setup for L34 4 spd. Novas either.

I believe the California cars in 1970 would have the pump even on the lower horse motors and also the charcoal canister provision.
