IMO...or the most economical way is to gently clean it and then lightly refinish it with the old school bumper black spray paint. Rattle can will work fine.

Is the shroud black or dark grey with color streaks (worm tracks) through it ?
Walnut shells or media (plastic pelletts) will give it a more natural smooth plastic finish than glass beads or fine sand......all you wanna do is clean it, not take the "skin off".
Another method is DOT Brake fluid.....wrapped or one end dipped at a time.
Automatic transmission fluid works to
As does EZ OFF Oven Cleaner .
The grey ones with worms are OEM.....& should not be any shade of black

I restored mine and think it looks almost new and it was pretty bad when I started. I scrubbed the dirt off with hot soapy water and sanded it with 2000 grit paper. Some spots that had scratches I used 600 but finished with 2000. Next I polished the scratches with compound made for plastic until the fine scratches were gone. It still didn't look good so I sprayed it with leather conditioner and stored it in a plastic bag until the oils soaked in. It's been two years and it looks as good and black as the nos shroud I bought but never used.
