Any recommendations for buying/ rebuilding a starter for a 69 nova SS

If it is the original or correct starter, by all means, have it rebuilt. If you just want a starter that will work, go to any of the chain auto part stores and get a Mexican rebuilt. There are 3 rebuilders close to me if you want to mail it? May be one near you?
