I have a pair of traction bars for Camaro/Nova. They are complete with the J-hooks and front U-shaped brackets. Not sure of the brand but was told they might be Competition Engineering.

Yes they do. I have a pair of CE bars. I will take them out and compare, but pretty sure you are correct.
