ON A 69 CAMARO NORWOOD CAR WHAT COLOR PRIMER WAS USED ON THE INSIDE & OUTSIDE OF THE CAR

I dont have the answer regarding Norwood 1969 Primer Color.
I can say that that 1970 Norwood Camaro bodies were submerged in
a tank of Red Oxide (colored) Primer.
This is documented in Phil Borris's book on The NORWOOD Assy Plant

Dependent on when the car was built. Line was reconfigured after the elpo tanks became operational.
What color are you finding?

Don't know for sure. My friends 01B Norwood car is Gray primer. My 05A Norwood car is red oxide.

My 08D 69 was red oxide. That's what I tried to mimic when I built it. Mine came out a little darker, but I liked it. In the below pics, you can see the back seat braces are original and the inner fenders and floor I replaced are what I painted.
I toyed around with the idea that it could have been grey primer that had HO misted on it from painting the body, but I decided that wasn't the case after looking at certain parts that weren't as faded as others. Like the back seat hump.

Phil - correct me if I'm wrong, but my understanding is that the red oxide in the ELPO tanks "aged"...in other words, the color got darker the older the material was in the tank. Whenever they added new primer to the ELPO tank, it would lighten again, but slowly age darker. The amount of color change through the variations was likely very slight. For my purposes, I use SPI's epoxy and add 8% by weight black to their red oxide and 5% flattening agent. I tried several spray outs and this combo matches an inner upper cowl section from a 70 Norwood car that was never exposed to sunlight. I the pics below, the forward and upper cowl have flattened completely...the inner section pic was taken not long after shooting the epoxy and will flatten further.

You are exactly right. When GMAD took over and after the 6 month strike by 1973 the darker color was the end result of cycling through of all of the old material that remained unused from the 1972 strike and finding a way to make it work and work longer.
When GMAD found that the old material could be made to work the cycle time on the product remaining in the tanks in was extended well beyond the original Fisher Body specification.
GMAD saved money but quality suffered.

Another Norwood car 04C, gray primer over red oxide, and I do believe the red oxide varies in color from car to car. Grady's brown copo 10D was very brown inside.
