This wheel was on a Fremont built 68 chevelle,I have never seen one and my local steering wheel guru buddies havnt either

Looks like a 68 version of the imitation wood steering that was used as an option on Chevy's that year. Here's a pic in a Camaro, but I think they were all the same for 68.

Your picture looks a little lighter in color, but probably just the lighting.

Maybe if you rephrase the question to say what distinctive feature you see that questions the usage. An example: "the stainless frame looks like 67-8 Camaro, but the ( blank) is different". I say this because the color and thickness and perhaps overall diameter may be different from a known similar wheel and whatever that difference is, is what is throwing off the id? Take pictures with a tape measure across the wheel and lay it on a flat surface with wheel side down and take a picture with a ruler showing depth. And, if possible , some way of showing thickness of grip area.
The wheel may have no application as the company, Inland, in Dayton , Ohio made "one off" wheels for employee anniversaries, exec. retirements and other occasions, like Christmas. These wheels show up on cars once in a while being installed by the wheel owner and not the factory. So, it could be an Inland employee wheel. I see more of these where I live, because of my proximity to Dayton and knowledge first hand of these wheels existence.
