Brent,
I ran into this dilemma some time ago with one of my cars. From my research I have concluded that if you don't have the previous owners paperwork you're basically SOL, for lack of better words so, I gave up.
My car had only two previous owners and unfortunately no paper trail to track them. I was bummed to say the least. Hopefully there may be something that has changed since then (2010). I'll be keeping an eye on this thread, hopefully someone can shed some better light on this. I'm currently doing a 69 Z that was purchased a city over from me almost 30 years ago from the original owner. My dad says that he still remembers where the house was. I just don't want to look like a crazy person knocking on the door off a strangers house rambling about a 69 camaro, ha ha ha!

Are the old License Plate #'s known?
A lot of CA newspaper ads had Plate #'s noted so worth searching as old phone #'s/locations/other clues can offer more leads to try backtracking.
:beers:

I recently discovered that for a small fee you can request a vehicle record (VR) using an "INF 70" form through the CA DMV to get non-confidential details about a vehicle's registration, via this page: https://www.dmv.ca.gov/portal/dmv/detail/forms/inf/inf70
But there are limitations on the age of records that they retain, so if the car has been off the road for some time, the records may have been purged from the system. Also have to be careful in completing the form correctly, especially the 'purpose' (permissible use) of the request......
