Is it born with drivetrain or restamped matching number? If there are no doc's how was the original paint color verified. If everything is ligit and its a top notch resto I would say 65K +
I don't think Hugger Orange was a factory color for the 1969 Nova. Maybe a special order? Hugger Orange (Code 65) was a late addition for the 1970 Nova along with Citrus Green and Sunflower Yellow.

That car has a 73-74 hood on it. Notice how it doesn't fit the grill.

The broadcast sheet on a 69 should have the L/78 call out on it.
It was a code 72 car because it became a RPO in the spring of 70. M
When Hugger Orange was introduced for the Nova in Spring, 1970, it was Code 65.

Wasn't there a paint delete option were you could pick any corporate color?

Yes. and NOT limited to pick a Factory color option.
Case in point. Several Carolina Blue Cars. Not just Chevelle but I’ve sold two 66 SS’s with double dash at paint code. Painted Carolina Blue as ordered by dealerships especially in Carolinas but I won’t get into that here. Just keep in mind SPECIAL Paint cars were done from factory so we must stay focused on not just looking for the expected paint code for a color. Look for either 00 or double dashes - -

Hey Ken, remember your friend with the blue L78 Nova that had the special paint (pontiac colour I think) Here is the GM paper for that car.
