Nova front wheelwells

Can you put the inner fenderwells on with the fenders before you put the front clip on?

On a Camaro you must do it that way because of how the inner fits over the fender lip.
On Nova since the inner fender fits up to the outside edge of the fender, IMO it is best to install the fender, then the inner, just easier that way. And you could do it as a assembled piece.
