Is this typical,or were they designed to open/close together?

Not unusual at all. I can't recall ever seeing them move in unison. Variations in the tension of the over-center spring will cause one to lag behind the other. If they both open and both close (and stay closed), you're in good shape.

Finally found a LS5 Chevelle so the Judge will have to wait.
