Is there a way to bench test a blower motor for functionality by somehow applying 12 volts to it? Thanks.

Yes, a simple operational bench test of a Delco (*or equal) direct current (DC) blower motor can be accomplished out of car on a bench.
with or without fan attached is ok.
Use a voltage-current source such as; DC Power Supply, Spare 12 Volt automotive battery or extend jumper cables from a vehicle. (Limit to 12 Volts max). Connect Negative to frame of motor housing, assure paint, rust, grime or other resistance to path is removed. Attach Positive to terminal spade connector of the DC Motor. Carefully secure and hold motor, fan rotation and connections as the motor will experience some torque and safety should be on your mind when energizing any accessory. Bump run it first by just touching the terminal quickly with the positive source. Then "Run" motor to prove proper operation. Again be careful. I can not recall the proper Direction of Rotation when connected correctly.
