rear wheel well plugs

what are the correct style plugs for the rear wheel well on 69 camaro the heavy rubber or the thin plastic or a mix of both

My LA built 68 & my Norwood built 69 have rubber plugs. A friend's LA built 69 has plastic plugs.....Joe

The ones that I assumed are OEM are rubber, but my cars have all been Norwood cars.
