Body tag data is never adequate to determine a Camaro to be a COPO 9561. However, tag data can rule it out.
No LA-built COPO is known to exist. Every documented COPO to date was built at the Norwood, Ohio plant. This is not to say it isn't possible, just extremely unlikely.
Original factory documentation is the only way to know for sure. All the dates & codes one might look for are easily created.

I would agree with William and have never seen a documented California built COPO Camaro. I have seen quite a few California cloned COPOs. I believe that Jim Mattison did say, in his 1998 'Muscle Car Review' interview that some California COPOs were built.
I do remember at least two magazine feature COPO Camaros that were claimed to be real California COPOs. One was a high point restoration, Hugger Orange, single COPO and located in Florida at the time.
Does anyone on the list know these Camaros?
There is however a documented Fremont California Built Black/Black California COPO Chevelle.
Does your California Camaro have its build sheet on top of the gas tank? This would be very helpful, to say the least.
Your rear end tube dates, cast dates and internal components would be a key piece of the puzzle.

The #'s don't look like a COPO.
I agree with Stefano, check the axle code, located on the passenger side axle tube. Look under 'Decoding' on the CRG website for a great sketch of the location.

What's stamped on the engine pad?
Thanks for your help,
I don't own the car yet. Its restored to a high level. No build sheet or protecto plate. Block#s TO221MO and 19L526226
Any significance of the C463 at bottom right of Cowl tag.

SGC,
Double check the last number of the Engine pad vin and your dash vin. Which is correct?

C463 is just an internal plant code. Of no decode benefit.

Stefano,
I'll contact owner tomorrow regarding vin. Probably my mistake due to poor handwriting.
Thanks again for everyone's assistance.
Steve
It was my mistake, both the vin and the engine end with 6228.
