Actually, they don't give the rear code in the Ebay ad. That car looks very familiar to a brown COPO with heater and radio delete that Golden Classics(Future Classics) in NJ had for sale a couple of years ago. That's a really late COPO if it's legit.

Is not the heater delete a Hawaii or out of country option only?

That is correct. All camaros sold in the lower 48 states had a heater as standard equipment, was a federal law that it be included on all cars sold here. However, you could order the heater delete pieces through a GM dealer and delete the heater yourself if you felt the need. Hawaii cars could have heater delete from the factory.
