This was found in My Chevelle during restoration.
Obviously glued to the inside window,like a Window Sticker & fell down into Window glass stowage area.

Kinda looks like it could have been an emissions test vehicle. I'm asking some friends at the EPA to see if they know.

I've seen that second one on the windows of new Pontiacs when i used to work at a local dealership in about 98-2000. They came on the windows of cars that were delivered prior to having the window stickers.. the window stickers were sent to the dealer withina week or so and were affixed to the glass by someone at the dealership. Sometimes these cars would come off the truck with a blank window sticker, then when the real stickers came, they took the blank ones out... why they didnt come with stickers from day one i don't know. It was a common thing though, I saw it occur on many cars... could they have used this same sticker from 1970 til the present? I may even have one laying around, I'm gonna have to go diggin'.

Well they weren't where i thought they were, but SOMEWHERE, i have about 10 of those... when they came off the glass without tearing I saved them because I thought they were neat... evidently not neat enough to put them some place where I could locate them 6 years later... now I'm gonna be up all night rooting through stuff... http://www.yenko.net/ubbthreads/images/graemlins/rolleyes.gif

Another option is that is was produced before they had finished EPA testing, therefore it wasn't a saleable unit yet.
Do you know the selling dealer for your car?

I talked to Ed Schoenthaller,(MR.ED),and he said that these labels were placed on Vehicles to inform the sales people NOT to sell them yet.They had to have a Monroney label affixed first.That could mean ANYTHING from a special ordered Zone rep. unit,to a Courtesy car,etc.

The top sticker I've never seen, but i bet if you go to a local dealer tomorrow and watch them unload new cars off the transporter, some will have that second sticker on them...if it was indeed in your 70 Chevelle originally, they've used that same sticker for over 30 years.

Hey maybe your car is the 1st EPA tested 1970 SS Chevelle L78 automatic. Red with black stripes and red interior. There has to be a premium on that! http://www.yenko.net/ubbthreads/images/graemlins/wink.gif

I don't know why you never saw any Frank, but I know the PA dealership I worked for sold Caddy's and Pontiacs, and I saw them on the windows of both many times...Usually only stayed on there a few days and were removed when the factory stickers arrived... I specifically remember them on ALL the first load of 99 Grand Am's, which were a brand new design in 99. Still can't find my stash of them though, maybe I pitched them in one of my wild clean-up sprees... I doubt it though. If I turn them up I'll post pics, but I'm 99.9% certain they are identical to the ones posted above.

Well, i stumbled on them this afternoon... I wasn't even looking for them, (which I'm sure is why they turned up.) I see the pics in the thread have already been removed, but I am pretty sure this is identical to the one posted earlier. I am certain this one came from a 1999 Pontiac Grand Am window.

It does look close,except the one found in my 70 Chevelle doesn't reflect a part number,& the center text is slightly different.
I didn't realize I deleted them from photobucket.

Just a theory, but it was common for GM to ship cars ahead of the new model year release date. Since they would start building cars for dealer inventory while the current model year was still in the showroom, the new year's cars would be in the back lot, without window stickers. My dad bought a '69 Cutlass from Superior Olds in Detroit, two weeks before the "Official" release date, when he said that he wanted it now and paid cash. The dealer never put their name on the car, and we had to promise that we would keep a piece of tape over the VIN until the release date, and not tell anyone where we bought the car. The Olds looked pretty much like the '68, so they figured no one would notice.

The top sticker I can't comment on but the other I have also seen over the years on new model year vehicles. I was told that they will be on cars for which the invoice has not been prepared and thus it is not on the dealers floor-plan yet. They cannot sell the vehicle until they get an invoice and this is the only thing that makes its a legal vehicle. No invoice, no title can be issued.
While I don't recall seeing the sticker, I ordered a new 1987 Silverado pickup. It came in early August of 1986 but the invoice did not come in till around Sept 1. Dealer could not sell me the truck as it was not his to sell yet since he had not been charged for it. Once the model year is under way, they invoice proceeds the vehicle and is usually generated the day the car is built. As with my truck, the prices had not been set and that was the reason for the delay.
My 1970 L78 SS Chevelle began assembly on October 24 1969 at the Kansas Leeds plant.It was delivered to the selling dealer,R&S Chevrolet in Joplin Mo.,on October 30th 1969,as per the NICB records.

GM, and everybody else, launches new models in "buckets" or batches of "builds". Most are what is known as nonsaleable pilot vehicles. The early bucket builds are what they cut their teeth on. These units are not customer quality vehicles. These are used to improve build processes and solve fit problems, etc. The sticker is simply used to identify the nonsaleable pilot build units from saleable units. They don't want to sell a substandard quality unit. However, as the launch date gets closer, the quality of the pilot builds gets much better, and some are chosen to be sold to the public.
