I thought all auctions were "best offer".

First time I have seen that as well. I can see doing a "best offer" auction by setting an outragiously high reserve that nobody would pay and take offers during the auction. However, this auction does not have a reserve. I guess the seller does not expect anybody to pay higher than the starting price, which I think is the "buy it now price" as well, so you can submit an offer of a certain amount.

Final analysis is "Buy it now price or best offer". Not much different than a regular 'want ad' I suppose.
