69 Camaro interior question

Just trying to remember back a few years to my Camaro days. Am I correct in saying that the standard interior without Rally Sport option did not get the woodgrain steering wheel shoud? Here's a 69 Z non RS with that item. The RS option did not include any interior upgrades other than an RS badge for the steering wheel on non-SS or N34 cars.

The photo depicts the Z23 special interior group option.
