Value/thoughts on this L-82 Vette

This car actually belongs to a friend of mine. In my opinion, he seems to think it is a much more valuable car than my opinion. I may be biased becuase I have no positive 'Vette feelings. Does anyone have any idea of a ballpark value or the desirability of these cars? Thanks! if this car was original probably worth 16k bur it's all modified hurts the value.
