That would be the same laquer only/suede additive paint as used on 70-74 Z-28's if I have the Chevelle wheel correct
Below is quote from Gary Stegmiller, one of the founders of www.nastyz28.com (http://www.nastyz28.com)
I have not seen any paints other than the original Ditzler laquer DDL32961 paint that emulate the original "mag wheel" look. Other paints tend to be shiny. The original Z28 wheels had no shine. Chevy had Ditzler custom make this paint formula with a flattening agent, and also a suede additive to make it look like the rough finish of the aftermarket mag wheels that were popular in the late 60s.

Ron C., Year One carries the correct wheel paint in lacquer but it was PPG's formula and it was an exact match in color and texture. The part number is #QP961 and it runs about $75.00 quart. You can order the correct lacquer thinner from any PPG store to thin the paint with. They may already have it reduced but I am not sure. Ask the sales rep for any details concerning the paint............RatPack.................
