They do/did make a hubcap tool for this.It looks like a prybar bent almost 90 deg at the end with a rubber hammer head halfway up on the opposite side of the bend.You rest the head on the tire and the prybar end on the back of the cap and give it a good smack with you hand and bingo,right off.....Check old tool suppliers at swap meets.. K-D,Lisle,or Snap-On ...maybe ebay ???

Go Lowe's or Home Depot.........look for smallest, thinest cats paw or small angled base coving/nail removal tool. Put cushioning vinyl tape over angled end, and this will enable you to lever Dog Dish and Rally caps UP and OFF....

Use a drum brake adjusting tool with a towell, remeved many with no damage.
