That's the single 1970 design.They came either single or double sided.
The 1968-9 design is the Redline tire/Mag wheel logo.

I think that sometimes an Ebay auction is used for appraisal purposes. Item is then re-listed or sold privately.

It is not really that rare. I passed on one for $1800 two years that was NOS and still in the box. It was at a swap in Ohio and it may actually be the same sign.
The cracked/yellowed signs usually bring $700-$1300. Sometimes the plastic simply cracks from age and poor storage comditions. I have passed on several over the years.
IMO.. Seller should have come off the reserve. That looks like good $$ to me.

I paid about 1900.00 for mine about 8 months ago and it is in similar condition. 1800.00 for a NOS one would be a steal....
