Kinda' reminds me of a cross between a gap gauge and the original drive-cog Bombardier logo??

The usual UAW emblem has people holding hands in a jesture of solidarity. When i first looked at it the first thing that came to mind was The UAW.However I dont think It is a UAW thing It might be a muncie factory emblem

I tend to agree with Pete, Muncie plant at Indiana is a possibility. Color scheme correct for a Patriotic Town.

I worked in a Chevrolet plant back in the late 70s and early eighties. This emblem would have probably been given away during an open house at the plant to all workers and their families on that day. I worked in a plant that made chrome bumpers and springs which was managed by Chevrolet and they gave away similar gifts once a year with the "Number 1 Team" logo or just the numeral "1". I don't think the Muncie plant was managed by Chevy but I could be wrong about that. If I had to guess it would have been the Chevrolet Gear and Axle plant which I believe was in Warren MI.
