anyways, i'm currently having problems with someone in ill. also (some may remember my thread a while back). anyways if you experience is similar to mine the PD's yours and in illinois are of absolutely no help.
So, let me point you to some people who will.
1. contact your state attorney general, they are usually helpful and can tell you where you stand, or point you to someone who can.
2. with that said they will probably point you to the secretary of illinois state police. ( not the state police). they deal with auto crime specifially. There # is 217-782-7126. you'll hit the swithboard and ask to speak to a sergeant or inspector. they seem to be very helpful, and i they are investigating my case currently, along with someone else that i know.

Couple of tips:
It's not a quick process by any means. it's been a month since i talked with them and no real progress as of yet. You can speed it up by downloading the complaint form you will have to fill out ( if they tell you to) on the website above instead of waiting a week for them to mail it.
the quickest course of action would be to talk to an attorney and have they send a letter demanding payment. even if that is do you may have criminal recourse, the police should be able to tell you.
