I have a 1981 edition of the Canadian Chevelle-Monte Carlo parts catalogue P014. On Page III there is a brief description of COPO. Apparently there is/was a 1967 and newer COPO catalogue. Before that is was called a CSL (Canadian Special List) catalogue. Never saw a CSL catalogue although I have the COPO one. I think I have that CSL.
It denotes COPO as only Buses,Ambulances,Utility vehicles & other industrial applications. http://www.yenko.net/ubbthreads/images/graemlins/frown.gif

The COPO catalogue that I have shows the same type of stuff. Nothing exciting. Perhaps the COPO cars that we like weren't exactly on the up and up COPOs. Perhaps a little hanky panky getting them through the system and someone just forgot to enter them in the book. I agree.
Look how briefly these special Hi-perf vehicles were ordered via the COPO loophole.
