Reminds me of one of the border solutions I read.

1. Dig a big ditch between US and Mexico. http://www.yenko.net/ubbthreads/images/graemlins/biggthumpup.gif

2. Use the dirt from the ditch and build up New Orleans. http://www.yenko.net/ubbthreads/images/graemlins/biggthumpup.gif

3. Remove all of the alligators from Florida and put them in the ditch. http://www.yenko.net/ubbthreads/images/graemlins/biggthumpup.gif
