vin tags for sale!!

In spite of EBAY's policy, this guy is selling Vin. tags,..saying you can use them on your car. Hello!

Did you notice that they don't even list VIN tags on their Prohibited list??? I found Teachers Edition text books listed though. That is a scream. Far as I know, it is not a violation of federal law to sell a teacher's edition text book (maybe I am wrong on this, but it would surprise me). However, it is DEFINITELY a federal law violation to sell a VIN plate.
