What was the time period for this strike? I noticed that May saw only a production of about 3,000 Chevelles vs an average of about 10,000 for other months. During the strike, were the lines completely shut down or was their some production occurring? If so who was manning the lines?

I'm not aware of any strike at the Baltimore plant back then.
I think that total was typical,as other plants buildout schedules were slowing down too.
Look what Baltimore produced from July-Aug. 69..656 units.

Original owner ordered his Chevelle on 8 March '69 and waited 13 weeks for his car to be delivered on 13 June 69. He was told that the plant had a strike and that is why the long delay.

That could have been an excuse for a specific Vendor/Parts supplier strike or possibly just a delay from them that affected production.
Meaning not considered an actual "Plant Strike".

Our SS396 Chevelle was shipped from Baltimore February 7 while our COPO Chevelle was built the last week of July. Back in those days, there was the odd in plant sit down strike and stuff like that, which could hold up production temporarily from time to time. My buddie's COPO Chevelle was ordered in early calendar year '69 but didn't come in until July. Obviously some kind of strange stuff went on.

Thanks Keith. The owner of my Chevelle contemplated real hard about cancelling his order. He was itching to hit the streets and strips.

In 1968, some of the chevelle's and el camino's assembled in March till the end of April 1968 were equipped with buick and oldsmobile interiors and are noted on the body plate under the hood. It will be the chevrolet trim number followed by either the buick or oldsmobile trim number.
765-158 buick bench seat (765-chevy) (158-buick)
766-178 buick bucket seats
765-980 oldsmobile bench (cutlass supreme interior)

The olds interior option was primarily found in the 68 concours spt coupe optioned cars, production of 8307. I think there were 3 cities that had the strike in 1968 - Baltimore, Kansas City and I can't remember the other. I don't know about the strike in 1969...
