Need some assistance in Pittsburgh, PA

Plum, PA to be exact.
In need of some help with a dead beat who has my money, and plenty of BS excuses why he hasn't sent parts.
long story short,
we made a package deal back in Feb/March
I sent him part of the money, got a part...seemed legit, sent the rest of the money got a lesser part than described, he agreed to send partial refund and remainder of parts and hasn't.
Then played the phone game for weeks/months...sending parts tomorrow....more excuses, now can't get an answer or return call.....anyone interested in placing a call from the pittsburgh area code? sure would be appreciated (figure he'll answer a local call.)

No, over on Team Chevelle...
I don't spend any time on the board over there, just been looking for parts for my 70 chevelle project.
I Lurk here most of the time and thought there were a few members from that neck of the woods that might be able to lend a hand.

I know more about him than he knows...the internet is some source of information. I've seen his tax bill, pictures of his house...even know his ex-wifes maiden name....just can't get him on the da*n phone.
