1970 VA license plates never issued or on a car

I have 12 sets in numerical order(all from VA and never on a vehicle) still in original papers from DMV. Black with white letters. Plates are vintage not antique plates!! Asking $800.00 for the set but will separate. Yea I have pics. I'm in VA.
