Any Info On Decoding California Dealer Plate

Any one know how to decode or what dealer these old Dealer plates came from?

In KY that would be the 1230th dealer number assigned to the dealer , and the 1 would be new car store ( maybe ) and plates A tru Z are assigned to that dealer and pre stamped. Plate 2 A tru Z might still have the same 1230 but would be the pre owned store for the same dealer.3 would be the same but mayb a different brand, If you can find a old license bureau dealer hand book the numbers may have more meaning.
