Yes, they are reconditioned (preferred) or recycled and the materials recovered for reuse.

I suspect that the real story here is liability concerns related to battery safety and or fire concerns related to the aftermarket battery and the lack of long term performance data on them.

it would be a disaster to have aftermarket batteries that had a tendency to burn at the rate the Bolt batteries did prior to the recall, so the owner in Florida wanted genuine gM and found out what we all know:

Reproductions are not NOS - and you are gonna pay through the nose for real NOS parts especially if they are discontinued.

As a volunteer fire fighter I can tell you these things scare the hell out of me and I almost look forward to retirement. You MUST know the routing of all high output cables or you will become a lightning bolt if you cut through the wrong area. And fires? Don't mention that! Not only are they nearly impossible to put out but are extremely dangerous to us as well not to mention having to call in the hazmat team due to pollutant run off. I honestly do not think this new vehicle was thought out enough for the long term. The cleanup and disposal alone will get passed along to the car owner which is another thing they never thought about. This can run in excess of $10k very quickly.

In Ohio half the cost of road maintenance comes from gas tax , I know it costs more to license electric vehicles ( not sure how much more ) , hopefully the extra fee is enough to cover their share for cost of road maintenance .

EVERY popular Hybrid or electric car up to this point that gets a battery
replacement has a strong reconditioned battery program in its local market place,
Im not the biggest electric car fan, but every Volt owner I've had interaction with
love that car.

I have two friends who bought used Volts and then saved a ton on commuting costs. Example would be buying a 2014 for $13K and then using maybe 2 tanks of gas in a year. I drove my brother in laws Volt and it was as expected, soulless and similar to driving a Honda.
