Dealer installed theft alarm - lock cylinder, used to turn the alarm on and off with a key when exiting the vehicle.
Dr. E waited A few extra days to take delivery of the vehicle because the alarm had to be installed at Acey Olds in New York, NY where the car was originally sold.

Are any of the original lugnuts with the car?
Pretty sure it should have the tall crown stainless capped lugs.
The 71 Cutlass I looked at had the originals on it.
