The Vauxhall XVR is a concept car built in 1966 by Vauxhall. The name stands for eXperimental Vauxhall Research. It debuted at the March 1966 Geneva Motor Show receiving favourable reviews from press, but never went into production

Boyd Cottington and Chip Foose were involved in the Twin Mill and as they do look very much alike I would say yes. The toy came out 3 years (1969) after the VXR (1966).
Trivia: The Twin Mill was the first Hot Wheels car which did not follow an existing design. A life size working car was built in 1993.
