Because a significant number of lower-end pay-out recipients will not bother to deposit/cash the check or will simply forget about it and it won't get cashed. The odds are better that eBay will keep their money than if they had to direct-deposit into everyone's PP accounts. Part of the settlement agreement was probably an intent to set it up this way so that eBay could 1. look like they were acting in good faith by sending out payment and 2. in fact, do just the opposite by gambling that many recipients will not bother to/forget to deposit/cash their checks.

They must work for the government. Send out a $.52 check that cost $.44 to mail and who knows how many dollars just to write the check....... They should be able to pocket a lot of money with this way of thinking.... [img]<<GRAEMLIN_URL>>/hmmm.gif[/img]
