It's a cap that goes over the threads of a 5/16 bolt, which comes up through the wheel well (tub) that holds the right side fender brace. General Motors placed this cap to protect the heater hose or your hand and or arm from getting cut / scraped if working on the heater hoses.

The Feb Radiator Tanks are available for the deal did not materialize for the potential buyer had other expenses not aware of according to him.

This is NOT the first time this has occurred, so for this reason I will no longer hold parts for anyone. I had other members inquiring about the tanks, which were serious but I told them that the sale was pending.

I try and be fair and go by the first PM or response, which seems not to always work out, so from now on its first with the CASH.
